Which case are you seeing?
The 'create' and 'update' code reads thus:

$TRAP cleanbuildplace exit
if [ ! "${INTERNAL_BUILD_UML}" = "yes" ]; then

fi
if [ "${PRESERVE_BUILDPLACE}" = "yes" ]; then
trap exit
fi
(apt-get clean is called)
