The code also seems to be licensed (mostly) under GPLv2 (with no OpenSSL exception in sight as far as I could see), so the lack of openssl in the (binNMU) build seems like a *bugfix* to me.... (Ofcourse, explicitly disabling openssl somehow might be even better to prevent accidentally building against it (again) in the future.
