Can you provide a reference to this thesis? debian-policy reads: "Source packages that require certain binary packages to be installed or absent at the time of building the package can declare relationships to those binary packages." maint-guide: "If some non-standard compiler or other tool is needed to build your package, you should add it to the `Build-Depends' line."
