Hello,
I fail to see that pristine-tar is (or even can be) at fault here.
Pristine-tar knows nothing about debian/changelog file so it cannot
set modification times to last changelog entry. In fact, the only
thing that pristine-tar cares about is recreating tarballs that were
fed into it.

It is true that pristine-tar sets times to zero on checked in files,
but if you investigate further you will find that it also generates a
binary delta between this "adjusted tarball" and the original tarball
to fix such things.

Maybe I'm missing something, but I really think the problem lays
somewhere else.
