Thanks for noticing me about this bug. I've quickly gone through the
discussion, I will add some points:

- It is possible to limit languages shown in Weblate. AFAIR it was done
 in past for Debian Reference, but apparently it's no longer the case,
so probably some of people who have administration access to this
project has lifted this limitation.

- The Last-Translator header is commonly used for person who did last
modifications, Weblate follows this.

- In last week we were fighting with malicious contributions on Hosted
Weblate due to our public launch on HackerOne, where many people didn't
respect rule not to touch projects there. This is probably also source
of the /etc/password change. The initial interest is now gone and I've
implemented some measures to fight against these kind of submissions,
so hopefully it won't repeat.

- There was bug causing committing anonymous suggestions as anonymous
instead of using the user which has accepted that, it's now fixed.
Every commit coming from Weblate should have valid authorship.

- It's possible to specify instructions for translators, though right
now it's just link shown to user. So it's purely up to him if he will
read that. In future we plan to have support for accepting contribution
guidelines / DCO / whatever project needs.
