Hi, the libnm-glib/libnm-util libraries have been deprecated upstream in favour of libnm. Atm, the GIR bindings for libnm-glib/libnm-util and libnm are both shipped in gir1.2-networkmanager-1.0 To make a transition to libnm easier, the libnm based bindings were split into a separate package gir1.2-nm-1.0 [1], which is currently available in experimental and will be uploaded once buster opens for development. Your package plinth declares a (build-)dependency on gir1.2-networkmanager-1.0 but fortunately already uses the new libnm based bindings. So switching the dependencies from gir1.2-networkmanager-1.0 → gir1.2-nm-1.0 is all that's needed. It would be great if you can prepare the necessary changes in experimental or make them early in the buster development cycle.
