Arccording to http://wiki.debian.org/Java/ShouldGoToMain argouml doesnt run with free Java runtimes yet. This lowers the motivation for working it a lot. We want to move all Java packages to the Debian main section. this can only be done when a package can be built and run with purely free software. To help with this you can e.g. test argouml with free runtimes and report bugs to upstream so they can fix it. then when these fixes enter Debian we can reconsider argouml and update it.
