Since it conflicts with the other package you can't do so until you handled all dependencies in a way to drop them or make them alternatives - only then apt can replace it. Therefore the idea is to provide the alternative to the virtual one that is provided by dracut as well as initramfs-tools. Are multipath's hooks compatible with Dracut ? I haven't since as outlined above the idea of this change was more about dependency management than a replacement (which is why it is an or), but it is actually a good idea to try.
