Thanks, I can reproduce this now. The web interface is the key thing. This appears to be a bug in the osm plugin, which does things in its savestate hook that don't seem appropriate for that hook: as well as saving state, it writes out KML/JSON/CSV waypoints. It should stop doing that, and write its output in some other hook. Unfortunately, I've never really understood the osm plugin, so it'll take me a while to work out what is going on and where it should happen. (The same issue would appear if you don't have the JSON module, I think.) The websetup plugin ("Setup" in the web interface) triggers this because it temporarily loads all plugins, including plugins that are not enabled for this particular wiki; it has to do that to know what configuration options they have.
