With the current version, it is impossible to build nagios-nrpe on Debian Stretch using openssl 1.1.x. This applies to both the Debian source package nagios-nrpe and the upstream source code. The problem was also reported on https://github.com/NagiosEnterprises/nrpe/issues/93. Currently the workaround is to add "--with-need-dh=no" to the configure options.
