Then make your argument upstream. I did the same, although for different reasons. However, I'm not going to second guess upstream on this. There are many people that want the mouse enabled by default and many people that don't. The definite way to control an option that you care about is to use put your preference in ~/.vimrc. For this specific case, you can even just create a blank ~/.vimrc since the mere presence of that file will cause Vim not to load defaults.vim.
