I was able to reproduce this issue.
I found out that some steam-related paths are blacklisted in
disable-programs.inc, but not allowed again in the steam.profile.

Can you please try adding the following to your steam profile:
noblacklist ${HOME}/.steampath
noblacklist ${HOME}/.steampid

For me this solved the issue and steam was starting up again.
