Stopping ntp-server via /etc/init.d/ntp-server stop does not remove the PID
file /var/run/ntpd.pid.  I doubt this is correct.

This also leads to ugly messages when trying to stop or restart an already
stopped server, e.g.

# /etc/init.d/ntp-server stop
Stopping NTP server: ntpdstart-stop-daemon: warning: failed to kill 7096: No 
such process
.

Stopping a server that does not run ought to give quiet success.
