htslib autopkgtest is broken in 1.4.1-2:

Unfortunately Debian does not consider a regressed autopkgtest a blocker for
testing (which would be useful to help us improve the quality of the
release), but Ubuntu does, so FWIW this will block the new htslib from
reaching the next Ubuntu release until fixed.
