AFAIK all the stock sounds (files in /usr/share/sounds) are ogg or wav and
should work out of the box, as their respective decoders are in
gstreamer1.0-plugins-base and gstreamer1.0-plugins-good, which are already
covered by the dependency list.

I don't think your claim that "the package is simply unusable" is true. It's not
the responsibility of an alarm clock applet to furnish your system with the
appropriate codecs for non-standard media files (mp3). Even rhythmbox, a media
player only depends on gstreamer1.0-plugins-{base,good}.
