I've reproduced the problem with the following simple setup.

-rw-r--r-- 1 dancer dancer 0 Feb 11 22:10 a

drwxr-xr-x 2 dancer dancer 4096 Feb 11 22:09 debian
-rw-r--r-- 1 dancer dancer 0 Feb 11 22:10 m
./debian:
total 4
-rw-r--r-- 1 dancer dancer 28 Feb 11 22:09 control
[22:11:33]dancer64:t> cat debian/control
Build-Depends: lll [amd64]
[22:11:36]dancer64:t> /usr/lib/pbuilder/pbuilder-satisfydepends

So, the problem is real.
