Would you mind reporting this upstream at <https://github.com/projectatomic/bubblewrap/issues>? I don't think I'm going to be able to add much value to this bug report by forwarding messages between you and upstream. I suspect that the issue is less bubblewrap refusing to create a new userns, and more the kernel refusing to let it. I'll copy the text of your bug report to an upstream issue report at some point if you haven't got there first. S
