sane-utils recommends sane-backends-extra but…

sane-backends-extra has been orphaned for years.
It contains 2 drivers, 1 for the Nikon CoolScan 5000
and the other (genius-vp2) for the Genius ColorPage-Vivid Pro II but
the geniusvp2 driver has been disabled by default for a decade.

The definition of Recommends from Debian Policy 7.2 is "This declares
a strong, but not absolute, dependency. The Recommends field should
list packages that would be found together with this one in all but
unusual installations."

I don't believe that the Recommends is appropriate here.

Also, this would allow Ubuntu to sync sane-backends-extra directly
from Debian. (sane-backends-extra is in 'universe' and it is not
permitted for a 'main' package to depend on a 'universe' package.)
