I'm not sure if there is a formal standard, but the NAME envvar is used by 
various MTAs to determine the sender's real name for the "From:" header 
when sending mail.  At least Qmail and Courier do it.  That's why I 
decided to set the NAME var and thought it would be redundant to also set 
DEBFULLNAME with the same value if debchange could just as well fall back 
to NAME.

Hmm, interesting.  I have tested it again, and it seems to determine my 
name correctly now even if DEBFULLNAME is undefined.  I don't know what 
was going wrong when I initially reported this wish.  (I know it had been 
annoying me for a while at that time.)

Feel free to close this bug if you don't want to fall back to the NAME 
envvar.
