I have no idea, only noticing that the one obvious difference with your
system is a local kernel. I don't follow kernel development too closely,
but I did see some small changes in the veth driver in the 4.12 release.

Sure, if this is indeed a legitimate behavior. It doesn't look that way
to me yet. The command
ip link add dev tun0-vpnssh%d type veth
shouldn't create a device named veth0.
