Have you seen README.Debian file, coming with the monit package? There are instructions on how to reload monit config after updating packages. Monit - is a generic monitoring tool, it's not especially for your local binaries, coming from deb packages. That's why this hook wasn't enabled by default. So, I don't think there is something more to do on packaging side. I'll mark this as a wontfix, unless you have good arguments against.
