Yes, please remove the limits policy, it is annoying, especially when you don't know about it, and stuff that used to work, stops working, with no obvious explanation. Or at least use debconf, to ask root if he wants the policy.xml on package installation, as he will know whether the machine is going to be a server handling remote requests, or merely a single-user desktop.
