Not intentional, but it looks like the only thing there is the
dh_installinit fragment setting up the rc.d actions.  That won't keep
sudo from working, it just prevents some bits of the timestamp cleanup
from firing reliably.

I'll see about fixing this while at Debconf this week.
I've already created a patch to move up the debhelper marker as part of my patchset for #786555
