The commit message on the linked URL is "use LGPLv2.1+ consistently" and the author is "Christian Hergert <[email protected]>" . I think debian/copyright already effectively includes that information. I am lowering the importance of this bug since I don't feel 12.5 is quite so precise as you're presenting it.
