Justification: fails to build from source

The build of ecflow for hppa (admittedly not a release architecture) failed:

  /usr/bin/ld: ../Client/liblibclient.a(ClientEnvironment.cpp.o): relocation 
R_PARISC_DPREL21L can not be used when making a shared object; recompile with 
-fPIC

Indeed, internal helper libraries wind up being built without -fPIC on
this specific architecture, for reasons that aren't immediately clear
to me.  Could you please take a look?
