Package: nm.debian.org I'm looking at https://nm.debian.org/process/283/intent - there I uploaded the intent statement in place of the visited person. In the "potential problems" section I read "statement of intent not signed", but in the "signed statement" table there is instead a italic note that reads "Signed with key " - that's probably part of a template, and should be hidden (or even better, replaced with a line that highlights that it's not signed) when there is no signature.
