First of all, the lirc package does not ship any files in /etc/systemd -
these are by definition custom-maintained files.
Secondly, the --nodaemon *is* indeed used in
/lib/system/system/lircd.service since this is a simple service. Refer
to the systemd docs for an explanation.
Note that any setting in /etc/systemd will overrule corresponding
setting in /lib/systemd. Again, check the systemd docs.
I'm leaning to closing this as not-a-bug. Please raise these kind of
concerns which are more like support issues on the upstream mailing list
at http://sf.net/p/lirc.
