Yes, but if you use xetex it does not need it. If you want to use luatex, then yes, texlive-***luatex*** is somehow required. I will not add a dep from texlive-latex-recommended onto tl-luatex, just for the *very* few cases of people using luatex without installing texlive-luatex.
