It's caused by the "Breaks: ca-certificates-java (<< 20160321~)",
jessie-backports
has a compatible 20161107~bpo8+1 package, but with the default apt priority
settings
apt doesn't seem to be able to detect this unless explicitly also selecting
ca-certificates-java.
