It seems in current testing/unstable scowls this works so I filed
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=879199

That will solve the problem alnd also update hunspell-en-us to 2017.01.22.

As already said, it's better to build it from there directly if it comes
from there anyway instead of taking the zips which come out of scowl, putting
them unpacked in lo-dicts (well, upstream does that, but..) and then
shipping it from there. Better use the source than the "binaries".
