Do you have a list of those packages? I've rebuilt most Debian reverse dependencies of ICU on both i386 + amd64 and found only OpenTTD that is failing due to the layoutex component.

The only reason I didn't rush with these as ICU 60.1 stable release is around the corner (expected release in a week time). It seems you are wearing your Ubuntu Maintainer hat and would like to make ICU 59.1 as default there. Am I right? Any reason you don't want 60.1 in Ubuntu? Regards, Laszlo/GCS
