Are you using Wayland? And multiple monitors? I currently can't do screenshots with shutter in GNOME 3.26 under Wayland (and I have multiple monitors). With the option to do a partial screenshot of a selected area I can even block myself until I have to kill shutter (with ALT+F2 command line).
