Control: tags -1 moreinfo

Hi,

I believe this bug was files accidentally, without filling the template.
It this not the case please clarify if you really wanted to refer to RFC 1639.
In the latter case it is still recommended to open dissector update requests
at upstream providing a sample capture file.
