With svn-bisect, I've found that this was the following issue:

  https://issues.apache.org/jira/browse/SVN-4677

It has been fixed in the trunk, but not backported yet to the
1.9 branch.

I could also check that this bug doesn't occur with bdb.

Even though there is a workaround in my case, it is rather annoying.
It can also be very confusing until one finds the cause, and might
be worse in some other cases (see the upstream bug report, where
"svn update" fails). So, it would be great if stretch could
eventually have the fix too.
