Hi Colin,
debconf 1.5.64 has stalled in bionic-proposed, in part because the
update-notifier autopkgtests correctly detect that update-notifier is broken
by the removal of debconf.py.
I have uploaded update-notifier to bionic to add the necessary dependency on
python3-debconf, and I have also uploaded debconf to declare a Breaks:
against previous versions of update-notifier-common.
Please consider adding this Breaks: in Debian as well, even though
update-notifier is not in Debian more recently than oldstable.
