I found while taking another look that the fix was once applied as

But then later removed with

   Remove incorrect patch to file under debian

Which is correct that was not supposed to be a patch to the debian file in d/p/*
It was meant to be "change" to the file in debian/etc/conf.d/15-av_scanners

This reverted (the incorrect) fix but in the changelog it still said:
  amavisd-new (1:2.11.0-1) unstable; urgency=medium
    * Disable Norman Virus Control by default. Closes: #832511.

This is incorrect for which I reopen this bug.

The change was correct, just as you have found not via a
debian/patches quilt patch.
Please apply the change to debian/etc/conf.d/15-av_scanners as-is when
you get to the next upload to really close this issue.
