I noticed the same symptoms on my system (not a VM). What made me really notice it was that under "top", there are frequently "apt-config shell" processes taking up 100% CPU time, for minutes at a time (though that's several apt-config shell processes running serially, which each take several seconds to complete). -- Daniel
