That's not completely true. It would have to reimplement parts of
popularity-contest if it would drop the dependency on it: Namely the
gathering of all atimes of programs in $PATH. Additionally it very

That's the point: It doesn't just need the list of installed packages.
It needs meta information about these packages. Meta information,
popularity-contest already has gathered.

Hence tagging this as wontfix and downgrading severity to wishlist.
