Hi Robert, Thank you for interest in packaging! Actually earlyoom has already been accepted into Debian sid and thus automatically imported into Ubuntu, see https://launchpad.net/ubuntu/+source/earlyoom Now all you have to do is just to wait the next Ubuntu release and earlyoom will be there. (I don't know much of Ubuntu stuff, though, so please correct me if I'm wrong!)
As for completely new package for Debian, you can follow the instruction in https://www.debian.org/devel/wnpp/ and submit a corresponding request. Should you have any problem, please don't hesitate to reply to me.
