Perhaps that is the reason why the font substitution doesn't work?

Also, in the target directory of the symlink there is a file with a
similar (but not quite the same) name:

 [13+0]~# ls /usr/share/fonts/truetype/droid/*Fallback*
/usr/share/fonts/truetype/droid/DroidSansFallbackFull.ttf

Oh. You are right!

Fixed in git now.  Unfortunately doesn't make Ghostscript use that Font
:-(

Still broken in Stretch, and in unstable:

 $ echo /usr/share/ghostscript/*/Resource/CIDFSubst/
 /usr/share/ghostscript/9.22/Resource/CIDFSubst/

 $ file /usr/share/ghostscript/9.22/Resource/CIDFSubst/DroidSansFallback.ttf
