Yep, probably not a DFSG violation and thus downgrading severity (although
they are "currently" missing copyright attribution in debian/copyright so
keeping it > normal)

The Files-Excluded header is for files that are actually excluded from the
tarball we distribute. Whatever happens or is used at runtime is a totally
different issue, orthogonal to the legal/copyright status.

> 2/ there's also the bootstrap.css/js files present in the traball

(Not sure why this would make it less severe of an issue.)
