Dear maintainers,

The Python Policy (version 0.10.1.1) mentions wrong directory to use for
local Python 3 modules. I think it needs this fix:

Note that the patch is against python-defaults, since the version of policy
in python3-defaults is terribly outdated. However filing the bug here as
requested by the maintainer.

Also, it is not clear what is the difference in purpose between this paragraph
(dist-packages) and the next paragraph (site-packages). Maybe it should be
mentioned that the latter is for compatibility with some upstream tools.

Finally, the last two paragraphs about architecture-independent modules can
probably be dropped as they are no longer different from normal modules.
