When you upgraded to 1:4.0.14-6 (or 1:4.0.14-5), you should have been
asked to modify your /etc/login.defs configuration file.

There is no more FAIL_DELAY variable in the /etc/login.defs distributed in
login (1:4.0.14-5 or 1:4.0.14-6).

You can remove the FAIL_DELAY line in /etc/login.defs to fix this issue.
