Package: elpa-ido-ubiquitous

In this version, elpa-ido-ubiquitous does nothing except print a warning
that the user should update their config to refer to
elpa-ido-completing-read+, where ido-ubiquitous-mode now lives.

The package description should probably say that this is now a sort of
transitional package, not expected to actually do anything at all.

Maybe README.Debian too?
