The "order" line of /etc/host.conf doesn't work any more (see http://sourceware.org/bugzilla/show_bug.cgi?id=2389) and is replaced by the "hosts:" line of /etc/nsswitch.conf. I requested documentation removal from the manpage in bug #270368.
