Oh. I saw that libtiff-dev had become a transitional package and assumed 
(wrongly) that it was being deprecated in favour of the versioned package.

I should have looked more closely at the control file, which (of course) 
doesn't say:
    "This is a transitional package. It can safely be removed."

The transition to libtiff-dev made multi-arch installation of libcups2-dev
impossible (due to the missing multi-arch field). Since I didn't look 
at the control file properly, I asked for the wrong fix.  :-(
