No change in load time, normally only memory use. One package not dynamic docstrings doesn't make much difference, it's just one of those things where usually no reason not to (and if everyone didn't then it builds up). Maybe compare for example debian-el (combination debian-el-loaddefs.el and manually created debian-el.el initializations, both byte compiled).
