It seems that this bug only happens in chromium builds with shared libxml. https://bugs.chromium.org/p/chromium/issues/detail?id=736026#c29
This has actually been happening for me long before the initial bug report. I have been using firefox to access our state's legislature, under the impression that I had an extension interfering. Hopefully upstream will have a fix soon.
