I understand your hesitation -- your situation doesn't map cleanly onto
the Vcs-Git: semantics.
That said, in the situation you're in, i'd just put the above value into
both the Vcs-Browser: and Vcs-Git: fields and call it a day.
The choice of which branch to use is less obvious, and you can elect to
simply omit it to avoid confusion. The main question that the Vcs-*
fields aim to answer is "where is the best place to find revision
control that includes the debian packaging?", and with this e-mail i
think you've answered the question.
