the conf: anonymous ftp is disabled
the problem: old local accounts can up- and download just fine, so my
iptables and vsftpd setup is ok, I think. Newly created accounts cannot
log in:

not accepted for login.
All accounts (old, working ones and the new one) are listed in
/etc/vsftpd.chroot_list, chroot_local_user is set to YES.
